Dear Carla,

The effort needed to extinguish a fiery building depends
on a number of parameters and don't forget that there is
no exact formula for an agent to determine it. But there
are some heuristic rules that may help you find a system
to approximate it:

 - The bigger a building, the more effort needed to extinguish
   it. Don't forget that this rule may no longer apply if
   the building is very huge.

 - The more the value of 'fieryness' for a building, the
   more effort needed to extinguish it e.g. a building with
   fieryness=1 can be extinguished with a little effort while
   a building with fieryness=3 is very hard to extinguish.

 - Time: a building with fieryness=1 which was put on fire
   1 or 2 cycles ago will be extinguished a lot easier than
   a building with fieryness=1 which was put on fire 6 or 7
   cycles ago.

 - Temperature: as you may know, ResQ FireSimulator models
   fire expansion in the environment using a temperature
   convection model in a grid. So, the effect of extinguish
   actions on a building also depends on the temperature and
   fieryness in its neighbor buildings. If they have high
   temperatures then it's hard to extinguish the building.

 - etc.: BuildingCode, Wind Direction, and a lot more.

Of course what you are asking here is a serious problem for
many teams participating in RoboCup 2005. A wide variety of
learning and modelling methods can be used to make a good
guess.

At last, I suggest you to work with the virtual kernel mode
in ResQ FireSimulator. There you can observe interesting facts
about the FireSimulator and the effect of extinguish actions
which may help you find a suitable method to guess the effect
of extinguish actions.
