[robocup-rescue-s] A new scoring system for Agent Competition

Hi to everyone!

I wish to propose an idea which is a bit controversial. As we all know the main objective of Robocup Rescue Simulation is the promotion of R&D in AI. I think that if for the 2007 championships, we change the scoring system as I will shortly say, many of the problems inherent in the competition (as could be seen in last years championships) will be solved.

- 80% of the total score is computed by the map-simulation score (we can call this the raw score)
- 20% of the total score is decided by the technical committee based on a description each team must provide on the ideas, approaches and implementation techniques used by each team.

This way, if a team proposes a radically new idea that has good research prospects, even if it's implementation is not ideal, can be relatively sure that they can get the 20% part of the total score. Also, teams that are mostly just doing 'tweaking' work will not be able to get the 20% part of the total score!

The main objection that I see to this proposed scheme is that it will be too subjective, but than again I think that this can be easily solved by having experienced judges on the panel, and the benefits of encouraging taking brave and bold steps for the future of Robocup Simulation, will completely outweigh the possible problems.
