[robocup-rescue-s] Using C#/MONO as an official rescue simulation agent language

Hi to everybody!

I wish to propose to the technical committee to add C# to the list of official languages that can be used for writing the agents, in addition to Java and C++.
Some reasons for this are as follows:

1. C# is great object oriented language which is currently available as open-source.
2. Installing C# on Linux using the MONO framework is very easy (a simple RPM)
3. On the Windows platform, Visual Studio.NET can be used for development which is an excellent IDE.
4. Many new programmers can be attracted, removing the language barrier.

If it is officially accepted by the technical committee, our team (Kosar Team in 2006 championships) will release a port of the Yab API to C#.
