[robocup-rescue-s] Doubts on fire generation and propagation of the information to agents

Hello,

I have some doubts regarding fire simulation in roborescue.
I observed that there is a random delay between the time a fire is
ignited in a building or changes its state and the time this event is
received at an agent (Fire brigade).
This delay looks random, like within a building the delay is different
for different state changes for the fire and its different for different
buildings too.

I'd be very grateful if someone can please explain the nature of this
delay and the reasons behind it.
