[robocup-rescue-s] repeated messages

Hi everyone,

I'm trying to debug our code based on rescuecore (with robocup 0.49.7)
and i've found that messages get repeated once. This means that if an
agent is sending 1 message, the agents at the receiving end will get 2
messages.

I've checked this by having the PoliceCenter sending 1 message and
listening from the PoliceForce agents which get 2 in each cycle.

Could someone tell me where i could be going wrong or is there a bug in
the kernel somewhere?
