[robocup-rescue-s] repeated messages

Dear Sarvapali,

I 've checked the problem you have reported recently and there was no error,
I managed every platoon agent to send exactly one message per cycle and it's
homogeneous center
recieved messages equivalent to the number of platoonagents.

It might be a bug in your base code.
