As README file for Civilian package says:

[How to Start]
(1) cd Civilian
(2) If you use own ruleset file, you make new start script or
chenge 'test.txt' to 'YOUR RULEFILE NAME' in start.sh.
(3) ./start.sh $HOST $PORT
----------------------------------------------------------------------
so it simply accepts host machine address as an argument
so you just need to add host address to the end of this line
in 8civilian.sh:
$DIR2/civilian -file $DIR/config.txt -rulefile $DIR2/test2.txt $*
