[robocup-rescue-s] Config.txt

Dear all,
I asked the same question earlier also. I am sure this time i am going to
get clarified.I would be glad if anybody can tell me how the parameters
in the Config.txt is decided.
like

#[Parameters]
TSL1 : 50
TSL2 : 80
TSL3 : 120

and for example vision=10 m. how the same was decided, and also the other
parameters of config.txt.
