Dear Luis,
 1) you can calculate map's center by finding maps rectangle (for example
from motionless objects on maps border)
and then find it's center
 2) neighbor function in yabapi just returns connected motionless objects to
cureent motionless object
cause it sees whole map as a graph of road, node and buildings.
you should have your own strategy to find buildings around a building!
ofcourse looking at FireSimulator source code will give you hints.
