Dear Carla,
Extinguishing a fire is like this:

FireBrigade x starts to extinguish building y.
x sets the amount of water for extinguishing action to z.
if distance (x, y) < 30000 and z < 1000 and x has enough water in its tanker
then fire simulator will consider that water in simulating fireyness
of y in next cycle and also reduces water quantity of x.

for refilling its tanker, x should go to refuge and stay!
each cycle amount of water it carries will be added by 1000.
in latest version of simulators, instead of just staying in refuge,
firebrigades should send AK_REST to refill their tanker.
