[robocup-rescue-s] refuge: water refill rate

Hello

I noticed a refuge takes a long time to refill fire brigades when there's 4 or 5 of these agents inside.

Does the number of agents inside a refuge affect the refill time? if so it is better to send other agents to other refuges, hence the question: can a fire brigade check the number of refilling agents inside a particular refuge?
