[robocup-rescue-s] bug fix in firesimulator in 0.49+

Dear all,

We've corrected a bug in the Fire simulator in the competition software
0.49+ (which we had already corrected in the trunk version). This mainly
involves changing the getRadiationEnergy() method to use Kelvins (it was
wrong to use Celsius before). To prevent this change from making a huge
difference in the behaviour of the fire simulator, we have also changed
the ignition temperatures to 47 degrees in default.stp in the Fire
Simulator.

Please check out the latest version.
