[robocup-rescue-s] Rule Document for Infrastructure Competition

Dear all,

I will announce a rule for infrastructure competition, RoboCup2006.
The competition will be held on June 17th.

Voting premit for all teams except teams which take part
in the competition. Each team have one vote.
