Hi,

What is declared is actually alright; damaged civilians with no bury could
move in 0.48 while they can not move in 0.49x. This changing was not
indicated by TC before. However, it's about a month that this change has
happened and some of the teams might adapt to it. I hope the TC submits its
final decision about the issue; I just want to know if the new behaviour
will be used, or we'll go back to 0.48's behaviour.
Moreover, I've got an opinion about this issue. Both of the behaviours are
strict and unrealistic. A threshold should be determined for HP. If the
civilian's HP is greater than the threshold, it is able to move (Civilian is
not buried) and otherwise it cannot. I mean that a simple injury should not
prevent the civilian from going to refuge.
