Hi,

It's a simple issue; in the provided picture, the fire brigade blocks the
polices and the traffic simulator does not let the others to move toward the
blocked road. This feature may not happen if the road is wide enough for
both agents to move in.
A simple solution is that the polices try to open the road from the other
side.
An alternative and better solution is to assign the agents, e.g. the fire
brigade, not to stay in a blocked road.
