[robocup-rescue-s] Stuck agents

Hi,

We are having an issue with some of our police agents getting stuck
when trying to free other agents.

The fire or ambulance agents in question seem to get stuck at the
location of a blockade, and the police trying to move to that blockade
are not then able to move to it.

We are a little confused about how this is occurring especially as on
other occasions police seem able to move freely to clear blockades.

In each of the circled areas, the police are attempting move to a target
area where there is a stuck fire/ambulance agent, and failing. We are
struggling to debug what is wrong with our routing and wonder if
anyone has any advice.
