Some question to robocup rescue

Hi

1.) Maybe it is a bug in our code but i only get the position of the agents
which are already connecteted to the kernel.
In "my eyes" it is illogical. either I get the Position of all agents (also
the Position of the agents which are not connected) or i get only the
Position of the agent which are in the field of vision of the agent.
I would be appreciative if you can answer me if it should be like this (and
why it is coded this way), or if it is an error in our code

2.) The second thing I want to know is the maximum Distance an Agent can go
in one round.

3.) What are the condition (distance, relative position etc) which an Agent
should fulfill to perform his actions (e.g loadCivilian, unloadCivilian,
rescueCivilian, openRoad, extinguishFire)
For example for extinguishing an Fire the agent must be less then 30 meters
away from a Building but is it also necessary that there is nothing between
the agent and the Building
