        The variation of the number of agents is one of new features in
        2002's rule. Teams do not know how many agents other teams fix
        in their data files before, and want to know them when they look
        logviewer's display.

        1. at time=ts, all teams in the league submit their data files
           to committee members,
        2. at time=ti when games using data_file of pi (i=1,2,3,4,5)
           committee members show the files of pi to all teams.

        Yes, when you select 15 firebrigades.
        When you select 11 firebrigades, your gisini file should be
        for 11 firebrigades.
