Traffic simulator ver.0.20 (final release) available

Dear all,

I released the traffic simulator ver.0.20. This is a final release
for RoboCup2002.

The previous version of this was used on the Japan Competition (March
23-24) and had worked well all the time. This is a revised version of
it and works in accordance with the specification of the traffic
simulator.

This is changed from ver.0.12 as follows:

(1) Easier to untie a traffic jam
In order to untie traffic jams, it is necessary to sense which lane
each agent is on. An agent, however, cannot sense it. This traffic
simulator ver.0.20 is so changed that agents can untied a traffic jam
easily. To be more precise, each agent can change lanes independently
of the situation only the first second in each cycle. Therefore it is
easy to untie a traffic jam even if it occurred last cycle.

(2) Bug-fixed
An agent near a blockade sometimes could not move anymore on the
ver.0.12. On the ver.0.20, the agent can turn. And a few bugs were
fixed.
