The kernel, the GIS and the initial data were updated.

The changes are:
- bug fix: The kernel informed ignition properties to agents.
- improvement point:
The GIS supports an initial position setting tool of agents. If
there is gisini.txt which you made using an initial position
setting tool with the directory which is same as node.bin,
road.bin, building.bin, it arranges agents based on this text
information. When there is not gisini.txt, it arranges agents in
the same way conventionally.
The package contains the latest versions of various modules, but you
should download the following individually.
