The AK_MOVE command has been encoded as <size of list>, <id 1>, <id
2>...<id n> for the entire 0.49.x series of releases, not just 0.49.4.
In fact, as of version 0.49.0, *every* list of integers is encoded in
this way.
Lists of objects or commands are still zero terminated.
If you notice errors in the documentation (or anything else) then please
report them via sourceforge (http://www.sf.net/projects/roborescue).

I assume you are talking about AK_SAY and AK_TELL messages - there is no
need to insert zero bits. The data sent in an AK_SAY or AK_TELL is not
interpreted in any way by the kernel. It is sent to the recipients of
the message exactly as it is received. Note that both these messages
also need to have the size of the message encoded first, just like the
AK_MOVE command.
