[robocup-rescue-s] Bugs with 2007 Atlanta package?

Hi dear rescuers:
    I have downloaded the package for Atlanta competition. It seems that the
kernel will start the simulation soon after the connection with GIS and the
kernel
will not wait for the connection with sub-simulators and agents.Is there
something
wrong with my installation or is there any bugs with the package? Thanks very
much!
