[robocup-rescue-s] rescue simulator development

Rescue simulator has made much progress. Now better organizing for
information flow and decision making becomes important.

There are some suggestions.
A public speaker representing official rescue simulation group is
needed to answer all (simulator) questions, at least with "don't know"
or "need help" response. It encourages more involvements. Decisions,
plans, reports at specific lists and sourceforge may be posted to the
general mailing list to inform everyone and seek solution from
everyone.

Questions(Q), suggestions(S), and decisions(D) may be documented in
websites with reference number and link. This history document will be
valuable in the future.

Below are some examples.
Q1:Will the rescue simulation be vanished in the near future?
S1: Rescue simulation has advantages in real large maps and a large
amount of agents. Simulation results can help real rescue organizing
and strategy, especially in communication and knowledge for all-human,
mixed human/robot, all-robot teams.

D1:

Q2: 2D or 3D simulator kernel?
S1:2D uses light computation but less realistic; 3D uses heavy
computation but more realistic. Since virtual league already takes 3D,
rescue simulation may still takes 2D for large city map and agent
number. In future appropriate stage (having popular enough computation
power), two leagues can be merged into a realistic 3D and large
simulator.
