In my view it needs both - the communication protocol is a good example.
Real emergency services do not communicate in the way it is modelled by
the simulator. For example, in New Zealand the Police and the Fire
Service share a communications centre. The 0.49 kernel cannot model
that, and the goal of the new communication architecture is to allow for
arbitrary communications structures. It is not finished yet, but the
0.50 code is a first step.

Similarly, to support a 3D model of the world (currently all maps are
2D) the kernel and librescue need to be modified to support a
z-coordinate for all objects, and the perception code needs to be
updated to work correctly with this new information.

There are a number of similar limitations that should be addressed. The
only way to fix some of them is to modify the protocols and this should
be done sooner rather than later. The simulator is still version 0
because of these issues!
