[robocup-rescue-s] dead civilian

Dear all,

Has anybody had any problems with civilians that die on roads? I find
that if there's a dead civilian on a road, it blocks the road
completely. Is that supposed to happen or should it be taken into
account in the path planning module of an agent as a blockade on the
road?
