[robocup-rescue-s] Another bug in the kernel

Hi all.

A bug has been found in the kernel that allows agents to send multiple
commands in a single timestep. This has been fixed in version 0.49.8,
now available for download from sourceforge
(http://www.sf.net/projects/roborescue).

The attached output from "svn diff" describes the changes to the kernel
if you don't want to download the whole new package.
