[robocup-rescue-s] Repair Cost; maybe a bug!

Hi!
 I've noticed that the "REPAIR_COST" of each Road is sensed as zero,
even the miscsimulator sets "Block" of Roads ,that are to be opened,
into zero after just one cycle! please inform us if this is a new
feature or server bug [ or perhaps my fault! ].
