[robocup-rescue-s] Inter-agent Communication

Hello,

I have a question about agent Communication. As far as I know,
the agents which are not center agents are only allowed to select
4 messages to read although there could be more than 4 messages
in one cycle with one agent as receiver.
Can anyone tell me where in the Rescue Simulation Version 0.48
I can find the code which guaratees that agents (which are not
center agents) are only able to select 4 messages instead of reading
all messages with the according receiver-id?
