Each turn an agent's hp is reduced by their current damage value, so
even if the agent's damage is not changing their hp will still reduce.
For example, if an agent has 10000 hp and 100 damage then the hp will
reduce to 9900, then 9800, 9700 and so on.
The hp and damage values sent to agents with a KA_SENSE message are
rounded to the nearest 1000 and 10 respectively. This can be turned off
with the parameter "round_hp_and_damage" in the config.txt file.
