[robocup-rescue-s] Corrupt Makefile in new server

Hi everyone!
I have got the new server(0.49), and tried to compile it! but it has a big
bug in make file, that cause to server didnt compile perfectly, so I found
out the problem is in Makefile, for complete compille, make each directory
in correct sequence that specified in main Makefile in program directory,
like
1st librescue
2nd blockadessmulator
.
.
.
