[robocup-rescue-s] regarding config.txt

Dear all,
I am also working on Robocup Rescue simulation.
I would be glad if anybody can tell me how the data in the Config.txt is
decided.
On what basis the parameters of Config.txt are decided.
for example vision=10 m. how the same was decided, and also the other
parameters.
