All types of rescue agents, regardless of the properties
of the disaster situation, have a maximum speed of about
330m/Cycle. Taking into account their initial speed of
zero and the time it takes to reach the maximum speed, in
the ideal form their average speed would be about 290m/Cycle.

And taking into account the traffic rules, the average speed
of agents is affected by the properties of the disaster situation.

For example, changing position from one road to another,
changing the lane in a road, turning to a different direction,
etc. reduce the average speed of the agents.

So, you can say that agents may have different average speeds
in different maps. For more information, you can study the
manual of Morimoto's Traffic Simulator(actually a plain-text
README file).
