New CVS module for roborescue

There is a new module in CVS for those of you want to develop the
simulator. If you check out "development" then you will get a directory
(called development) that contains all the existing simulator components,
a makefile and a "make_release.sh" script that will build a new release
package for you. "cvs update" and "cvs commit" will also work on all
submodules at once with this module.

You can also check out the individual modules if you wish - have a look at
the CVSROOT/modules file in the repository for a list of all the module
names.
