Dear RocoCup 2002 Rescue Simulation League Participants;

5 teams participated in Japan Competition (March.23-24) and tested
rescue simulation software environments. By doing games, the pending
term in rules (version.3) are fixed as followings.

(1)caution 4 in version 3 is deleted:
           Shinoda and Noda's civilian with behavior rule sets were
           tested. Their agents worked good and the quality has been
           improved. Participated teams think that it is worth to adapt
           Shinoda and Noda's civilian with behavior rule sets, and also
           desire they will improve their code.

           Shinoda_san was on the Competition site and said he will
           improve the agent program. (Thanks Shinoda_san.)
           
           Local committee agrees that Shinoda and Noda's civilian
           with behavior rule sets will be used at Fukuoka.

(2)caution 5 is deleted:
           One parameters (notify_unchangeable_information) in default
           config.txt is changed from TRUE to FALSE.
           The reason is to speed up simulations time.

(3)term 3.1 amd 3.3 are made clearly:
           Sentences are added for cases that numbers of **-center
           agent are 0.

Rules have been updated as version 4.

And some bugs are detected. The authors will release new version as soon
