Dear RoboCup Rescuers,

I implemented new traffic simulator for 2002 League.

http://ne.cs.uec.ac.jp/~morimoto/traffic/traffic.tar.gz

I tested some agents of 2001 League can move on this new simulator,
but this is light on testing and not stable well. The spec of this is
same as our previous proposals [rescue:4767] and [rescue:4828]. I
will report the precise spec, and test this well soon.
