Rescue Simulation League Rules for 2002

Hi,

 This week, we have a shocking news from U.S.A. In future, I hope our
rescue simulator can handle human movements in buildings.

 BTW, it is time to discuss rules of RoboCup 2002 Rescue simulation
league. The rules used in RoboCup 2001 are on

They will be reviewed from this year's experience. Of course, some of them
are dependent on the number of participants. :)

 The followings are the items that I think to consider.

(1) Maps: We used Kobe City map this year. Each team operated rescue
    activities with different initial conditions that every team
    prepared before games.
    
    It is desirable that the maps will be different ones every year.

(2) Repeatability of the simulation.

        (2-a) random seeds:
        (2-b) packet losses:
        (2-c) packet arriving order:

(3) Evaluation rule: 2001's principle is "Human life is the most
    valuable".
         (3-a) This evaluation does not reflect fire brigades actions
               as we see them on Viewer.

    This leads other issues, what the missions of rescue simulations
    are.
    * How do rescue agents learn operation by repeating simulations ?
    * How well rescue agents do operations at any maps ?
    -> Are codes with ad hoc information of the map permitted?

(4) Fair Play rules: Fair Play rules should be coded in the system as
    much as possible.
    
(5) Failures of simulations (Valid games): It is very difficult to
    test all programs (simulators, agents, .etc) for all maps. Some of
    them may fail.

Please list items that you consider to discuss, start discussion and
make a draft of rules of 2002.
