I released ver. 0.36.

I implemented two new options.
One is notify_only_fire_for_far_buildings. If it is true, the kernel
sends agents only fieryness properties for buildings outside their
vision. It saves the loss of time especially at step 5.
The other is notify_unchangeable_informaion. If it is false, after
initialization, the kernel doesn't send agents the properties that
should not be changed by the current simulators. For example,
connections of roads are sent to agents at initialization only.
However, x- and y-coordinates of motionless objects are sent every
step in order to enable agents to know whether they see the objects.
